Can a bank force you to renew your visa CD for a higher amount?

No, the law is not retroactive.

If your permanent visa was approved with a CD for a certain amount of money, you must renew the CD for the same amount. The Central Bank or Foreign Ministry has not issued any statement to the contrary.
