Noboa presents seven new referendum questions to the court, including revisions of those rejected

Following the rejection of four of six referendum questions by the Constitutional Court on September 2, President Daniel Noboa has sent seven more questions for the court to review. Among the new submissions are revisions to the rejected questions to allow casino gambling and for the elimination of the authority of the Citizens Participation Council (CPCCC).

Last week, the court approved questions to reduce the size of the National Assembly and to allow hourly employment in the tourism industry.

In June, the court had approved referendum questions to allow foreign military bases in Ecuador and to end government funding of political campaigns.

The questions that Noboa submitted Tuesday are:

Do you agree with creating a registry of those convicted of the sexual crime of rape against children and adolescents, with the purpose of preventing their participation in activities that allow contact with children and adolescents?

Do you agree that the Constitutional Court can only declare the unconstitutionality of laws and decrees of a states of emergency when at least six of its nine judges agree?

Do you agree with prosecuting and punishing persons who commit crimes of extortion, robbery and reception, through special and expeditious procedures?

Do you agree with eliminating the power to appoint authorities that the CPCCC currently enjoys, and implementing public processes that guarantee citizen participation, meritocracy and public scrutiny, so that it is the National Assembly that designates through these processes the authorities currently selected by the CPCCS?

Do you agree with allowing the operation of gambling halls and casinos in hotels categorized with five stars, as regulated by the National Assembly?

Do you agree that a prohibition of using of the name, image, voice or support in any form and/or means, of people with an enforceable sentence for crimes against the public administration (such as embezzlement, bribery, extortion, illicit enrichment)?

Do you agree with the issuance of a new Organic Law on Jurisdictional Guarantees and Constitutional Control, which includes the organization, operation and procedures for the fulfillment of the powers of the Constitutional Court?

Noboa has set the date of November 30 for the referendum election.
