¡Que siga lloviendo! (Keep the rain coming!) – According to ETAPA, the rain that fell on Cueca ayer gives a slight respite even though the flows in the rivers have not improved significantly. ETAPA’s forecasts for rain in the next few days are 50% for today, 32% tomorrow, 24% for el jueves, 64% for el viernes, 84% for el sábado, and 72% for el domingo. According to Rigoberto Guerrero, from ETAPA’s Hydro-meteorological network, 10-15 days of continuous rain would be needed to overcome the drought which is now in day 108.
For Jorge Luis Hidalgo, an electrical sector specialist, with the 14 hours of blackouts on the weekend, it was seen that it wasn’t enough to increase the reserves of water in the Mazar and Amaluza reservoirs. The Mazar hydroelectric plant was not operating ayer while Paute-Molino was operating only one of its 2 units; and Sopladora was operating with one unit. The Minas-San Franciso plant worked the majority of the time with 1 of its 4 units. The Operador Nacional de Electricidad (Cenace) announced that due to an improvement in the flow into the Coca Codo Sinclair plant, blackout hours were reduced nationally. Because of the rain, some areas of Cuenca went without blackouts on Tuesday.

Habilitan área para pacientes que requieren oxígeno: IESS (Area set up for patients requiring oxygen: IESS) – The Centro Materno Infantil e Emergencias of the IESS in Ceunca has set up an area to receive patients who need oxygen. Previously, the IESS adapted a space in the trauma center of the “José Carrasco Arteaga” hospital with personnel specialized in this area available. These spaces can take members or retirees who are having difficulties using domestic oxygen concentrators because of energy rationing.
Presentan publicación – The Universidad del Azuay (UDA) and its publishing house presented a book, “La posición del Ecuador en el mundo: Recopilación de estudios desde la Economía Política Internacional para comprender las dinámicas del sistema global.” <I’m not assuming that all of you readers don’t speak enough Spanish to call 911 to save your life.> The book contains 10 chapters about the field of political economy written by different university professors and researchers and Ecuadorian officials serving abroad. María Inés Acosta was in charge of presenting the book. <So if you’re interested, I’d bother her first.>

Obras civiles y artísticas dan ‘brillo’ a Calle Larga (Civil and artistic works give ‘shine’ to Calle Larga) – The image of Calle Larga is changing with public works projects and murals. The improvements are along some of the public spaces that presidents and business people who will attend the XXIX Cumbre Iberoamericana de Jefes de Estado y de Gobierno will pass. The escalinata Francisco Sojos will open this weekend. The $420,000 project prioritized disabled access and bike access. The Municipality also helped property owners along Calle Larga to improve their facades, especially those on patrimonial buildings. In terms of art, there are 2 mural projects. The first is from Benigno Malo to av. Huayna Cápac. The dirección de Cultura and the Bienal have identified emblematic locations for painted and ceramic murals as well as decorations for lamp posts which will be cleaned and the flyers removed. The second mural project is at the Bajada del Padrón to change the impression of insecurity that the location has.

De El Mercurio del lunes, 18/10 (1 article):
UPS dotarán energía a semáforos (UPS will power traffic lights) – Because of the energy crisis, Cuenca is planning on installing an uninterrupted electrical supply system, a UPS, that will keep semáforos (stoplights – your word for the day) working continuously. This equipment can run 4 to 6 hours and recharges when electricity is on. <But is the power on long enough for the UPS to recharge?> They are smart batteries with a life of 10 years, are modular and will fit in the same cabinet as the controller. Lenín Guzmán, Manager of the Empresa de Movilidad (EMOV EP) said tthat EMOV is the process of buying 30 UPS to install in zones with the highest vehicle traffic. He added that it is possible the UPS can be installed at the end of the month. <This month? Can any public project occur that quickly?>
The devices will be placed in areas such as Control Sur, av. 12 de Octubre, av. Los Andes and others such as in black zones where there are more traffic accidents. He added that Agentes Civiles de Tránsito will stay in those areas to direct traffic during the blackouts. He asked for drivers to drive extra carefully during blackouts since accidents have increased in the past few days. They have been registered especially at the intersections when stoplights have been off. Regular citizens have also stepped up to direct traffic. Junior Mantilla helps direct traffic at De Las Américas and Ricardo Durán when the stop lights are out and before the EMOV agents arrive. A seller of bolos (bowling?) at Pío Bravo y Padre Aguirre also helps direct traffic, and this has been seen at other locations around the city. <Would these count as one-person mingas? So if you’ve ever wanted to direct traffic, here’s your chance.>
And that’s all for today so hasta ? –
